Pakistan’s National Disaster Management (NDM) Act, 2010, focuses on the disaster management architecture and delineates the functions and powers of disaster management authorities at the national, provincial, and district level.
Role of District Disaster Management Authorities (DDMAs)
The district disaster management authorities (DDMAs) have a pivotal role in grassroots operations. They are tasked with developing, reviewing, and updating district disaster management plans, coordinating efforts for disaster prevention and mitigation measures, and ensuring local-level preparedness.
Challenges Faced and Lessons from Past Disasters
The 2010 and 2022 floods highlighted the shortcomings in Pakistan’s disaster response system, particularly the lack of functional DDMAs. These authorities are crucial for effective disaster response and need enhanced operational capacity and resources.
Capacity Building and Training Initiatives
Despite their critical role, DDMAs currently lack the operational capacity and resources required for effective disaster management. There is an urgent need for dedicated human and financial resources, training programmes, and community awareness initiatives.

With their current capacity, DDMAs are ill-equipped to manage complex disasters. There is a pressing need to enhance their capabilities to ensure timely and effective response to disasters before they cause widespread devastation.
Moving Towards Resilience
To strengthen Pakistan’s disaster management framework, DDMAs must be empowered with adequate resources, training, and updated plans. Their proactive role is essential in safeguarding communities and reducing the impact of disasters across the country.
